
The Association of Industries of the Dominican Republic (AIRD) and the Ministry of Industry & Commerce are together in a bid to amend Tax Agency (DGII) Norm 12-22 regarding exporters. Elka Scheker, a consultant for the AIRD, explains the Norm 12-22 is a roadblock for exporters because it requires manufacturers to export 100% of their products to benefit from the reimbursement of the value-added tax (ITBIS). Scheker says that for most manufacturers outside duty free export zones, exports complement their local sales.
