A man identified as Sanson Louis and said to be a member of the notorious Haitian gang “400 Mawozo” was apprehended by National Police (PN) in a small shack located in the El Arroyo sector of the Boca de Cachón Municipal District, in Independencia province on the border with Haiti. The so-named Sanson Louis did not have identification documents on him at this time of arrest by the Police officers led by the border district commander, Lieutenant Colonel Henry H. Novas Matos.
According to the police report, the foreign national was found in possession of 12 sections of cyclone fencing, two large hoops, three machetes and knives, a bolt cutter, a file, an adjustable wrench, a black smartphone, and a “maquito” (small) phone.
Through early morning intelligence work carried out by the Central Intelligence Directorate (DINTEL) on Saturday, 8 June 2024, it was determined that Louis was not a simple thief but rather a dangerous criminal linked to the vandalism that has terrorized Haiti.
The detainee was presented by the police commander in this area to the Haitian Police Commissioner in Malpasse, Dolan Valoz, who confirmed that Louis was indeed one of the gang members of the “400 Mawozo” gang.
The alleged Haitian criminal was then handed over to his country’s authorities through Dominican immigration control authorities due to his status as a gang member.
As reported in Listin Diario, upon being transferred to the Haitian authorities, the PNH reportedly showed no willingness to receive him, sparking outrage among a crowd of Haitian nationals gathered on the other side of the border.
The crowd reacted by burning tires and other materials near the border gate, demanding the presence of Haitian police to accept the detainee. Dominican military personnel from the Army of the Dominican Republic (ERD) and the Specialized Corps for Land Border Security (Cesfront) were deployed to the border as reinforcements to maintain security.
The suspected gang member was known to have been later lynched in Haiti after the Police handoff. As reported Sanson Louis was lynched by a mob after being handed over to the Haitian National Police (PNH) by the Dominican authorities. The incident occurred on Saturday, 8 June 2024 afternoon in the Malpasse-Jimaní border crossing in Independencia province.
According to reports from the Regional South Sub-Directorate, Louis was handed over to Haitian authorities at 6pm at the Jimaní border crossing. He was received by several members of the Haitian police, headed by Agent Sainriphat Rosenmond, and taken away in a police vehicle.
However, by 7:30pm, Dominican authorities were informed that Louis had been handed over to a civilian group called the Brigade in the Haitian community of Fonparissien. The Brigade is known for taking matters into their own hands and enforcing their own form of justice.
Tragically, Louis was lynched with sticks and stones and then burned alive by the mob. The horrific incident was captured on video and circulated widely on social media platforms.
Listin Diario highlighted in its reporting that the incident highlights the volatile security situation in Haiti and the challenges faced by both Dominican and Haitian authorities in maintaining law and order.
