
Minister of Education Angel Hernandez told reporters in no uncertain terms that to give an over the board 17% raise to all teachers is an incentive for the better teachers to slack off in their work if everyone gets a raise anyway.
This comment came on the heels of a teacher’s protest outside of the Ministry of Education headquarters. The public schools union is demanding an over the board raise.
Yet, Hernandez said, quite frankly: “We cannot provide raises to those whose performance is not adequate.” He said a fair wage is certainly a right, not so the incentives for outstanding performance.
He added that the Evaluation of Educational Performance for Teachers would help determine who gets a raise. He went on to say that the statute says that the Ministry is to communicate to the Dominican Teachers Association (ADP) the results of the evaluations, not negotiate with the union who gets the raises.
