
President Luis Abinader announced via his WhatsApp channel the appointment of Armando Paíno Henríquez Dajer as the new Minister of Environment effective 16 August 2024. Since 2021, Henríquez was serving as executive director of the Public-Private Trust for the Integrated Management of Solid Wastes, the entity mainly responsible for modernizing garbage deposits in the country.
Henríquez replaces economist Miguel Ceara Hatton, who served in the position since July 2022 and previously held the position of Minister of Economy and Planning when Abinader began his Presidency in August 2020. Ceara Hatton is set to be proposed to the National Council of Social Security as Superintendent of Health and Occupational Hazards (Sisalril), succeeding Dr. Jesús Feris Iglesias.
Paíno Henríquez is a lawyer who holds a Master’s in International Commercial Law from the University of Manchester, England; a diploma in French Civilization from Sorbonne University in Paris; and a law degree from Pontificia Universidad Católica Madre y Maestra (PUCMM) in the Dominican Republic.
Henríquez is a founding partner at Seibel & Henríquez, specializing in corporate law, business dispute resolution, and crisis communication strategy since 2005. Previously, he served as an associate at Steel Hector Davis Peña Prieto & Gamundi (2001-2005), and worked at Pellerano & Herrera (1999-2000) and Russin Vecchi & Heredia Bonetti (1998-1999), focusing on foreign investment, intellectual property, and litigation.
Within the public sector, he has held other significant roles. In 2016, he became an external legal advisor to the Chamber of Deputies of the Dominican Republic.
