Court lifts house arrest for General Torres Robiou; Three accused generals only banned from leaving the country

The First Collegiate Court of the National District has lifted the house arrest and electronic ankle monitor of former director of the Specialized Body for Tourist Security (Cestur), General Juan Carlos Torres Robiou. He is among those implicated in the alleged corruption schemes uncovered in the Coral and Coral 5G operations, N Digital reports.

While Torres Robiou has been released from house arrest, he is still subject to a travel ban. He had been in preventive detention since May 2023, serving 18 months in prison.

The court’s decision benefits Torres Robiou and two other generals arrested in November 2021 as part of the Coral 5G operation: Julio Camilo de los Santos Viola and Boanerges Reyes Batista. They now face only an exit restriction as a coercive measure.

In the Coral and Coral 5G operations, the Public Prosecutor’s Office has charged 48 individuals—30 individuals and 18 legal entities—with administrative corruption, alleging they defrauded the Dominican State of over RD$4 billion.

According to the prosecution’s allegations, the corruption scheme reportedly operated within the Tourism Security Corps (Cestur), the National Council for Children and Adolescents (Conani), and the Presidential Security Corps (Cusep) during the tenure of Major General Adán Cáceres Silvestre, who was formerly the head of security for former President Danilo Medina.
