
The Central Electoral Board (JCE), through its Procurement and Contracts Committee, received proposals on Tuesday, 25 February 2025, for international public tender JCE-CCC-LPI-2024-0001 . This process aims to select the company or consortium that will provide equipment, materials, and services for the issuance of the new National Identity Card and Electoral Identity Card. The tender follows the guidelines of Procurement Law 340-06.
The companies are participating in the tender to choose the supplier of equipment, materials and services for the issuing of a new identification and voting cards for residents in the Dominican Republic. The contract is for RD$2.08 billion.
During the reception and accreditation opening session, the companies participating in the tender presented Envelope A (technical proposals and samples) and Envelope B (economic proposals) to the JCE Procurement and Contracting Committee.
The bidders that participated are the consortia:
EMDOC — Iqtek Solutions, GSI Internacional Inc., Veridos Mhb, Muhlbauer and Ultra Tech
ID SECURE IDSi — Toppan Security-antiguo HID Global CID SAS, Midas Dominicana, Litho Formas, Ixla and Magallanes Media
CEDULA 4.0 FZCO — Copy Solutions International CSI, Get Group, Get Group Latam, Selp, Get International FZCO and Global Enterprise Technology Corp.
The members of the JCE’s Procurement and Contracts Committee are: its president, Luis A. Mora; Bilbania Batista Liz, administrative director; Denny Díaz Mordán, legal counsel; Joel Lantigua Peralta, director of Planning and Development; José Cuello de la Cruz, financial director; Luis Vílchez Marranzini, director of Access to Information; and Ana Ysabel Salvador, deputy coordinator.
The president of the JCE Procurement Committee, Luis A. Mora, indicated that after validating the information, the concept tests are scheduled for 19 March 2025. This will allow them to verify that the offers from the companies align with the objectives of the tender.
The tender procedures made headlines in the media, including on news talk shows when it was known that the company DeKolor, tied to Jose Angel Gomez Canaan (Jochi Gomez), the company that is contracted to provide driver licenses, was among those who were in the bidding process. In its coverage on the tender, Diario Libre recalled that Gomez had served as guarantor for Transcore Latam, the company contracted by the National Transit Institute (Intrant) for the traffic lights in Santo Domingo that is now in the judiciary as the Operacion Camaleon reveals major irregularities. Gomez is under investigation for his alleged involvement.
Diario Libre reports that Jochi Gómez, Hugo Beras (former director of the Intrant), and Pedro Padovani have been identified by prosecutors at the Public Ministry as part of a supposed network of corruption and organized crime dedicated to embezzlement, fraud against the state, forgery, collusion of officials, smuggling, illicit trade, sabotage, and terrorism against critical infrastructure and identity theft.
Previously, Gómez Canaán had been accused by the current director of Intrant, Milton Morrison, of sabotaging the traffic light system, which caused severe chaos in the city’s traffic on 27, 28 and 29 August 2024. Gómez Canaán denied these accusations on his social media platforms.
DeKolor would eventually not submit its envelopes to the committee and thus did not move to the actual bidding phase.
As per the JCE chronology, the first IDs are expected to begin to be issued in the fall of this 2025 with the procedures completed in 2026. The new IDs will add new technologies to enhance personal identity and voting security in the country.
