
The government repealed on 3 March 2025, Decree 30-25, which would have imposed a tax on digital services provided by foreign companies. Presidential spokesperson Homero Figueroa announced the decision, confirming the act’s dispositions would not be implemented
Decree 30-25 aimed to apply the Value-Added Tax (VAT), known locally as ITBIS, to foreign digital platforms offering services within the Dominican Republic. This included streaming services, apps, cloud-based software, and other technology platforms used by Dominican consumers.
“The decree will be repealed,” Figueroa stated.
The measure, published in Official Gazette No. 11186 on 25 January 2025, was scheduled to take effect six months after its issuance, around July 2025. The decree was also available on the Legal Consultancy of the Presidency’s website. It stipulated that the VAT would apply to all digital services used, consumed, or received within the Dominican Republic.
The measure was controversial because it was an administrative imposition of a tax when this role is one corresponding to Congress.
