Xiomara Guante is new Vice Minister at the Administrative Ministry of the Presidency

The former president of the Public School Teachers Guild (ADP), Kenia Xiomara Guante Valdez was officially sworn in on Tuesday, 18 August 2025 as Vice Minister of Innovation, Transparency, and Citizen Services at the Administrative Ministry of the Presidency (MAPRE). Her appointment was made by Decree No. 461-25. She is remembered for the teacher strikes she organized when at the helm of the Public School Teachers Guild (ADP) during the Danilo Medina presidency.

The swearing-in ceremony was held at the office of the Minister of the Presidency, Andrés Bautista, who administered the oath and praised Guante’s professional background. He expressed confidence in her ability to contribute meaningfully to the ministry’s mission.

“We are familiar with your track record and are certain that you will give your all to ensure everything works well. You have our full support,” said Minister Bautista.

Guante, visibly moved, expressed gratitude for the trust placed in her by the President and the minister. “I feel honored to be here by the will of President Luis Abinader and with your endorsement, which makes me doubly proud,” she said.

A respected activist and union leader, Guante brings extensive experience in project management, institutional strengthening, and civic engagement. In addition to having served as president of the Dominican Public School Teachers’ Association (ADP), she is a former deputy in the Central American Parliament (Parlacen).

Guante holds a degree in Education with a concentration in Spanish Language and Literature, a specialization in Applied Linguistics for Spanish Teaching, and a master’s degree in Research in Social Sciences, Law, and Humanities.
