JCE opens single offer bidding for new ID card contract

The Central Electoral Board (JCE) opened Envelope B on 19 August 2025, revealing the economic proposal for a new national identification and voter’s card. This marks a significant step in the international public bidding process to select the supplier for the card.

The JCE’s Committee on Purchases and Contracting, led by its president Luis A. Mora, presided over the opening. The committee, which included top JCE officials and a notary, emphasized that this was an act of opening, not an award announcement.

“There is no awarding in this session,” Mora stated. “The awarding will be announced in the coming days, if applicable.”

The process began with three contenders for the contract:

Emdoc Consortium: Comprised of GSI Internacional Inc., IQtek Solutions, Muhlbauer, Ultra Tech, and Veridos.

ID Secure IDS Consortium: An alliance with Midas Dominicana.

Cedula 4.0 RD Consortium: Represented by Copy Solutions International.

Following a thorough review of credentials, technical and financial reports, and a proof of concept, the committee determined that only one of the three entities met the requirements. The committee proceeded with the opening of the envelope from the Emdoc Consortium after it was officially qualified, having provided the required documentation in accordance with Dominican law and JCE regulations.

The other two bidders, the ID Secure IDS Consortium and the Cedula 4.0 RD Consortium, were disqualified for failing to meet the specified criteria.

Mora concluded the meeting by confirming that all documentation related to the bidding process will be made available on the JCE’s official website for public transparency.

Electoral expert, lawyer Francisco (Pancho) Alvarez considered high the RD$6 billion (about US$100 milllion) tag the JCE has set for the renovation of the ID.
