
Chamber of Accounts of the Dominican Republic (CCRD) president Emma Polanco Melo announced the streamlining of the submission of sworn asset declarations for government officials. She says the modernization initiative is part of the institution’s digital transformation strategy.
Government officials are obliged to report their worth when entering the position and then when leaving.
“Our goal is to offer citizens a more efficient, transparent, and accessible service, putting technology at the service of accountability,” Polanco Melo said.
She added that the new tool was developed based on feedback from filers and is built on five core principles:
• Reducing unnecessary fields to align strictly with Law 311-14.
• Assigning a unique number to each declaration for better tracking.
• Providing access to an asset summary to reinforce transparency.
• Creating complementary tools, such as the administrative portal, a pre-registration module, and a public consultation system.
The Chamber of Accounts of the Dominican Republic (CCRD) has unveiled a new digital financial disclosure form, a significant overhaul aimed at simplifying the process for public officials and enhancing transparency. The revised system reduces the number of fields by 40%, from 471 to 283, and eliminates 26 subsections. These changes are designed to decrease complexity and save time for filers, making the process more efficient and user-friendly.
At the launch event, Francisco Franco, a member of the CCRD and coordinator of the Office of Public Asset Evaluation and Auditing, underscored the importance of accountability for public servants.
“When a person decides to enter public service, they also assume the commitment to be accountable and to act with transparency through the sworn declaration,” Franco stated. “As the Chamber of Accounts, we have the responsibility to audit this process.”
Franklin Ureña, the director of Information Technology, highlighted the form’s new features, including a redesigned interface with a refreshed color palette and visual indicators for completion status and last login. The form is also optimized for mobile devices, making it more accessible.
Additional new functionalities include the ability to print a PDF summary of assets, download a list of required documents, and automatically identify the notary’s page. The system also now allows users to upload documents directly using their mobile device’s camera.
