
The Migration Policy Observatory (OPM) has officially inaugurated its new Data Center and digital platform at the Instituto Tecnológico de Santo Domingo (INTEC), marking a significant expansion in the oversight of national migration strategies.
The initiative aims to bridge the transparency gap regarding the enforcement of the 15 security and migration measures established by President Luis Abinader last year. By integrating technology and academic rigor, the OPM seeks to transition from internal monitoring to an open, participatory model.
Citizen-led oversight
The new digital portal, opm.com.do, serves as a “window to the public,” allowing citizens to actively participate in the surveillance of migration policies. Through the platform, users can report incidents that contradict the national legal framework.
To ensure the credibility of these reports, the system requires users to authenticate their identity using their national ID (cédula). Alliet Ortega, a member of the OPM executive commission and Vice-Rector at INTEC, emphasized that this measure is crucial for validating information and providing proper follow-up on reported cases.
A hub for data and research
The Data Center, housed within the INTEC campus, is tasked with collecting and analyzing migration data from both governmental and international organizations. Beyond its administrative role, the center is designed to function as an “experimental lab” for students, fostering a new generation of researchers focused on the migratory phenomenon.
“It will be a vital space for scholars to gain a broader vision of what is happening in the Dominican Republic,” stated Miguel Franjul, editor of Listin Diario and president of the OPM Executive Commission.
Next steps: accountability and fieldwork
In addition to the physical and digital infrastructure, the OPM announced it will soon publish two new reports detailing suggestions and observations previously sent to the Presidency. These documents, which analyze the effectiveness of current measures, will be made available to the public for the first time.
The organization also plans to expand its presence beyond the capital, starting with a public forum in the border province of Dajabón. This event will involve legislators and municipal officials to address local challenges in the application of migration laws.
