
Following years of technical negotiations, the governments of the Dominican Republic and Hungary have moved to formalize a new framework for an aviation bilateral. On 27 April 2026, authorities from both nations met at the headquarters of the Civil Aviation Board (JAC) in Santo Domingo to sign a Memorandum of Understanding (MOU), a decisive step toward the final execution of a formal Air Services Agreement (ASA).
The newly established legal framework introduces a modern, flexible environment for flight operations. Under the terms of the agreement, airlines will have the autonomy to define routes, frequencies, and pricing based on market demand rather than rigid state restrictions. This liberalization is expected to significantly enhance connectivity between the Caribbean nation and Central Europe.
The Dominican delegation was led by Héctor Porcella, President of the JAC. The Hungarian delegation was headed by Máté Lőwinger, director general of the Hungarian Civil Aviation Authority (DGAC), accompanied by advisor Bendegúz János Jagodics and Balázs Heincz, the Hungarian Ambassador to Cuba (concurrent in the Dominican Republic).
Statistical outlook and market potential
The push for a formal agreement gained momentum after a preliminary review in February 2019, which underscored the need for an updated regulatory instrument.
Recent data from the Central Bank of the Dominican Republic highlights the growing importance of the Hungarian market. Between 2019 and February 2026, approximately 52,000 Hungarian passengers visited the Dominican Republic. The JAC views these figures as evidence of a high-potential market capable of supporting more efficient, and potentially direct flight routes.
By securing this agreement, the Dominican Republic continues its strategy to position itself as a primary Caribbean aviation hub for non-traditional European markets. Officials noted that the pact is a “strategic opportunity” to bolster not only tourism but also bilateral investment and trade.
