The Senate of the Republic has approved in a second reading and with specific amendments the bill creating the National Alert for the Search of Missing Persons in the Dominican Republic. This comprehensive legislation regulates the operation of alerts as an immediate national search mechanism designed for the prevention, location, assistance, and protection of missing individuals.
Following this legislative milestone, the bill will now be forwarded to the Chamber of Deputies for its final discussion and approval. The piece of legislation was originally introduced and championed in the Chamber of Deputies by Carmen Ligia Barceló, representative for Hato Mayor and Liz Mieses Díaz, representative for the National District.
The primary objective of this legal framework is to provide formal mechanisms to prevent disappearances while ensuring the rapid location and assistance of missing persons. The National Alert System (to be known as AlertaRD) is a coordinated program designed to provide immediate responses to disappearances and situations of imminent danger.
Through the implementation of AlertaRD, the state seeks to guarantee an early reaction once a disappearance report is filed. The move seeks to prevent irreparable harm to victims and their families. The bill notes that the issue of missing persons in the Dominican Republic constitutes a complex social, human, and legal challenge that demands fast, coordinated state action.
