Rafael Toribio, former rector of the INTEC University, proposes in a story today in El Caribe that the new presidential commission created to prepare suggestions for the reduction of public payroll should limit itself to recommending the application of the Civil Service Law. Toribio, in his contribution to today?s publication, says that in his 27 February state of the nation address, President Mejia argued that the PRD has only done what other parties have done before him: distribute the spoils. The government proposes to take out a US$200-million loan from the World Bank to finance the voluntary retirement program for its superfluous employees.
