Finjus says JCE decision unconstitutional

The Institutionalism and Justice Foundation (Finjus) said yesterday, Monday 18 March that the Central Electoral Board (JCE) decision to place the solution to the “stalemate” affecting thousands of citizens of Haitian descent who are calling for their identification documents in the hands of the Department of Immigration is unconstitutional. The foundation said that the 19,015 cases, which according to the revision of their birth declarations are supposedly affected by irregularities, should be submitted to the competent tribunals within the judicial system. According to Finjus executive vice-president Servio Tulio Castanos Guzman, the JCE has converted “a simple matter of registration” into a migratory issue, in violation of Article 212 of the Constitution, paragraph IV, which says that this issue belongs to the JCE.
