A 24-year-old Russian programmer Aleksander Panin who according to his mother was visiting a friend in the Dominican Republic was arrested in June 2013 on his way back home and extradited to the United States. He is now in a Georgia state jail in the United States. The extradition has caused outrage in the Russian government that says this is a violation of procedure agreements with the United States. The Russians consider the extradition from a third country unacceptable because it was not previously notified. As reported, Panin was on the Interpol red list for embezzling US$5 million in Internet banking scandals.
Russia is now warning its citizens that others could be affected with their arrest in the Dominican Republic if there is a US warrant issued for them.
