The Presidency has signed Law 140-13 that creates the National Emergency and Security Response System (911) due to start in Greater Santo Domingo in December 2013. In its first phase the government will invest RD$2 billion in the program that includes the installation of surveillance cameras at strategic points. The government is coordinating 15 institutions for rapid response 24 hours a day. Minister of the Presidency Gustavo Montalvo said, “The country has never before had a tool of this kind for a quick response for the people.” According to Montalvo, the system can be used by residents and tourists alike.
