The president of the Central Electoral Board (JCE) Roberto Rosario said yesterday, Wednesday 13 November that the Haitian government should expend its energy on contributing to the Dominican government’s initiative to legally document its citizens. Rosario said that since Haiti does not guarantee its citizens the right to a legal identity, this creates a problem that the Dominican government cannot resolve without their cooperation.
In April 2013 the Dominican government proposed to the Haitian government to use the present cedula system to document their nationals who are living in the Dominican Republic. Most Haitian immigrants cross the border without legal ID papers because this is a common situation in Haiti, which then creates major problems for the Dominican Republic, where legal identity is required.
