The chaotic driving conditions generally noted on the roads in the Dominican Republic are the subject of an article in today?s List?n Diario. Apparently, illiterate drivers cannot understand the signs or the meaning of ?Exact Change? at the tollbooths, and frequently stop their vehicles, get out and attempt to obtain the correct change, all the while creating a long line of irritated drivers. This situation, of course, has given rise to a new class of entrepreneurs: the change-makers. The confusion continues, however, under the disinterested gaze of the military and civilian employees assigned to maintain some sort of oder. Reporter Nestor Medrano, from the List?n Diario, had his photographer capture scenes of drivers and passengers running to the booth marked ?Change and All Traffic? in order to obtain the coins necessary for the Exact Change toll. When Medrano and his team asked the personnel about the situation, they were told that staff members were not authorized to give statements to the press. Moments later, armed military members requested that the reporter and his team leave the area.
