Walevska Perez Herrera, a Dominican resident of Madrid, Spain, complains that facilities for Dominicans to vote abroad are not available at all Dominican consulates. Responding to a note on the Central Electoral Board?s plan to make voting more accessible to Dominican residents abroad, she called the consulate in Madrid requesting information to renew her c?dula. She was told that the Madrid consulate does not offer the service, and that she would have to visit the Dominican Republic to accomplish the task. “If any one consulate is able to provide this very basic of services, especially for voting purposes, then all should be able to,” she states. “Otherwise,? Perez continued, ?it means that the government is able to selectively decide who is able to vote and who isn’t — and that is unconstitutional.”
