The Junta Central Electoral announced it would soon open voting registration at Dominican consulates abroad. The body in charge of organizing presidential elections expects to be able to allow absentee Dominicans to vote as early as the next 2004 presidential election. For a Dominican who lives abroad to vote, he needs an up to date ID and voting card, to enjoy civil and political rights, and to be a resident in a foreign country.
