45% could be enough to win Presidency in 2004

El Caribe reports that it is likely that the presidential commission appointed to propose changes to the Constitution will recommend reducing the 50%+1 vote requirement to win the presidency in the first round to 45%. Agripino Núñez Collado, coordinator of the commission said that there was consensus on this point. El Caribe says that victory margins in the below mentioned elections were: 1962 Juan Bosch 58.7% 1966 Joaquin Balaguer 39% 1978 Antonio Guzman 51.7% 1982 Salvador Jorge 46% 1986 Joaquin Balaguer 40.7% 1990 Joaquin Balaguer 1994 Joaquin Balaguer 41.5% 1996 Leonel Fernandez 45.9% 2000 Hipolito Mejia 49.9%
