El Caribe newspaper criticizes the excesses of a sergeant in Samana. Sergeant Polanco, in charge of the Department of Theft in Samana, has taken upon himself the responsibility of cutting the hair of men and youths arrested for having long hair. El Caribe further accuses the sergeant of roughing up crime suspects. District Attorney of Samana Wilson Phipps requested the presence of Polanco for questioning after the newspaper denounced the situation.
