The president of the Central Electoral Board (JCE) Manuel Ramon Morel Cerda said yesterday that there is no time to include the election of members of the Constitutional Assembly in the May 2002 election. Those members would be in charge of modifying the constitution. Morel Cerda says the 2002 election is complicated enough with the introduction of changes to the electoral law that will allow citizens to vote for congressmen regardless of party affiliation.
