Despite extensive blackouts, power bills have remained at the same high levels or have increased and consumers have no one to appeal to. The new bill seeks to change this. The Senate announced it will incorporate items that will fix electricity rates and set adjustment provisions. The Senate also wants to institute a department to protect consumers. The Senate president Ramón Alburquerque said that the new revised bill would be sent to all the role players in the electricity sector for revision and discussion. He said the discussions will be opened to the general public to gather a wide spectrum of opinion. The new law would also give the city governments the right to charge power distributors for the right to use of the city space.
