Judge Modesto Martínez who achieved notoriety for summoning Police Chief Pedro de Jesús Candelier to questioning is on the payroll of the National Police. He is a law professor at the Police Academy in Hatillo. He said that he does not use a gun nor has Police ID, and that he is part of the Police because it was a requirement for him to be paid for his services.
