The Senate approved the presidential nomination of Victor Hidalgo Justo as ambassador before the Vatican. As director of the Department of Telecommunications during a former Balaguer administration, Hidalgo Justo was criticized for restrictions against the freedom of expression. His nomination met opposition in the Senate. PRD senators recalled that Hidalgo had banned PRD leader José Francisco Peña Gómez and Juan Bosch from speaking on radio and TV during the 70s.
