The director of the Oficina Coordinadora y Supervisora de Obras del Estado, Hernani Salazar said that how the government allots a project is not what is important. In his opinion, what can guarantee if there will be corruption or not, or overvaluing of a work is that there be good supervision. He was referring to the case of the allotment without a tender of the four-lane highway going up parallel to Las Americas Highway. The work was commenced without a budget. Salazar estimates it will cost about RD$124 million. Former president of the PRD, Enmanuel Esquea criticized the practice. "I would like my government to abstain from allotting works in this matter," he told El Siglo. He said the practice of assigning major works without a tender is a practice of the past that brings with it corruption. He warned that if the present authorities permit it the population will lose faith in the PRD administration.
