Who's the head of the government economic team?

El Siglo newspaper points out that the lack of a visible head of the economic team of the government is affecting the Mejía administration. The newspaper points out that the government has been prolific in announcing new taxes measures and economic reforms, but there is not apparent spokesman for these. He said that Minister of Industry and Commerce, Angel Lockward (a member of the PRSC opposition party) has been the most outspoken of government ministers. The newspaper points out, nevertheless, that his frequent comments have just served to make evident there is not a team that coherently discusses and plans. President Mejía himself has had to defend the proposed measures. The newspaper rationalizes that perhaps the reason is that none of the cabinet members want to be responsible for the measures that are unpopular. The members of the economic team of the government are Frank Guerrero Prats, governor of the Central Bank; Fernando Alvarez Bogaert, Minister of Finance.
