The former president of the Colegio Dominicano de Ingenieros, Arquitectos y Agrimensores (Codia), Martin Concepción Muñoz said that the Fernández government granted more than RD$19,000 million in "grado a grado" works, or works allotted without there having the holding of a contest to choose the best offer. El Siglo newspaper had originally reported that the past government total of projects allotted in this matter was RD$2,000 million.
