While he is one of the victims of illegal land appropriations by persons related to president of the Senate, Amable Aristy Castro, in the Macao beach area, Lora explains that Bilbao also appears as a co-owner of a company that illegally appropriated lands in the Bahia de las Aguilas beach area, in the southwest. The Bahia de las Aguilas is a similar case where the state is requesting the return of illegal titles to lands that were sold by persons of influence in the former Balaguer administration.
