Attorney General Victor Cespedes Martinez, in an effort to deflect responsibility, says the Comision de Indultos, the governmental commission in charge of pardoning sentences of those in jail, released Raul Martinez Medrano and that he was not aware the man had been condemned for 20 years for robbery and the kidnapping of banker Juan Francisco Beltre Perez. Cespedes alleges when the man’s case was studied by the commission, the section regarding his role in the kidnapping was not presented to him. “Why?” asks the “Que Se Dice” column in Hoy newspaper, and muses that if the Attorney General finds the answer, he will have solved the case. Martinez, five days after being released, participated in the drug-related kidnapping of two people.
