Emam-Zade, for his part, continues his wonderfully sardonic analysis of the same problem, from a very different point of view. Emam-Zade starts with a story from China at the beginning of the last century. He quotes Chinese political scientist Lee Zhong Wu and his Theory of the Hard Black. Wu said that “when one hides his will before the others, one has a hard face, and when one imposes his will on others he has a black heart.” Lee explained that this was how the lazy and hypocritical politicians of his time obtained and stayed in power. Frederic Emam-Zade switches to the actuality of the Free Trade negotiations with the US; an actuality that encompasses what he calls “one of the most important treaties in Dominican history.” He says that a well negotiated treaty could bring untold benefits to the majority of Dominicans, but a poorly negotiated treaty would have harmful effects. Under the Caribbean Basin Initiative and its program, the Dominican Republic has tax-free access to American markets for 99% of its non-textile production. We pay just US$50 million in taxes a year. On the other hand, 75% of the imports from the US pay US$225 million in taxes to the Dominican treasury. Emam-Zade calculates that a free trade agreement would cost the Dominican treasury about US$3 billion over a ten-year period. He asks: “What concessions can the Dominican government ask for from the United States for this US$3 billion dollar gift?” According to Master Wu, nations conduct their foreign policy like the Tiger or the Prostitute. The Prostitute has the hard face and the Tiger has the black heart. The Prostitute lies and adulates her companion of the moment, saying what he wants to hear, while the Tiger is an unconscionable brute that uses everything at hat to get what he wants. The economist finishes his story by saying that today we see how nations still conduct their foreign policy by being Tigers or Prostitutes or a combination of both. With the upcoming free trade negotiations, he hopes that they behave like ladies and gentlemen.
