The Administrative Minister of the Presidency, Jose Ramon Peralta, one of the strongest advocates of re-election for the Medina government, says that the speech by former President Leonel Fernandez shows that he recognizes that one four-year term is too short a period for a government. He commented that the national referendum proposed by Fernandez would cost around RD$1.5 billion and that there is no better referendum than the one that will take place in May 2016, the general election, which will show whether the people want President Danilo Medina to remain in office.
Economist Bernardo Vega points out that several prominent lawyers are saying that there is no need for a referendum.
The general secretary of the PRSC, Rogelio Genao, confirmed that in some respects his party agreed with the necessity that any reform should come from previous discussions and not be a temporary fix. He said that Fernandez had made it clear that he was not in favor of the way the law was being used for the reform proposal.
Sociologist Wilfredo Lozano believes that for the first time, the problems in the PLD will be difficult to solve and he predicts a possible split in the party.
After the speech by Leonel Fernandez, constitutional lawyers Cristobal Rodriguez and Nassef Perdomo said that there was no need for a referendum to approve changes to the Constitution and it could be done using the procedures as established in articles 267 and 272.
