For the first time in many months, the different actors within the energy sector have accepted the possibility of a serious revision of the contracts to sell energy in the Dominican Republic. The seminar, organized by the National Energy Commission (CNE), brought together all of the different sectors that deal with electricity. At first, some of the representatives from the private sector were reticent, saying that they have given up a lot at the Madrid Accords. But at the end, they too accepted to have their contracts reviewed. During the two day seminar, situations were described that proved to be irrefutable arguments for contract review. One of the cases that was brought out in public was the case of the self-generators, the small generators that produce energy at prices that are below the fixed prices set by the Madrid Accord and sold on the market. This was called ?absurd.? Another absurdity that was pointed out was the fact that the non-regulated power users could produce energy at 20 to 30% less than what was being offered by the distributors. One of the big things that came out of the seminar was the fact that the actors realized that the very serious financial problems facing the sector cannot be resolved without an integrated solution. Another major point made was the warning from the World Bank that there would be no more rescue load for the sector unless there was an integrated solution. Then the USAID revealed their study that said that the solution to the problem required a revision of the contracts, which lead the private generators to accept the possibility of a revision of the Madrid Accord agreements, which have been greatly criticized as one of the biggest obstacles to competitiveness in production in the DR.
