Twenty-three organizations joined together to request that the Supreme Court of Justice declare Decree 1130-03 to be in violation of the Constitution. This decree reduces the limits of the Mirador del Norte Park. The Mejia administration authorized a private company to use 3.5 million square meters within the park?s boundaries to install the Jardin Memorial private cemetery. According to Law of Parks 67-74, once a park has been created, they can only be modified by a congressional bill. Environmentalists say the park area is subject to flooding, alluding to macabre situations that could result, such as floating corpses throughout the park and neighboring residential areas.
