Cesar Sanchez, administrator of the state electric utility, had ensured there would be no blackouts during the electoral period. Sources also indicated that unusual delays at the government-operated toll booths occurred yesterday, also coinciding with the timing of the PLD congregation. This morning in Santo Domingo, blackouts were being felt across the city.
El Caribe reported on the power outage in the area where the PLD presidential candidate, Leonel Fernandez, spoke to the people. The event continued thanks to the power generators that were brought along as backup.
