Agents of the National Police Criminal Investigations Department (DICRIM) have arrested a man in connection with the murder of a Taiwanese woman in her apartment in La Esperilla, Santo Domingo in April 2012.
Julia Ou-Mei Chen, 52, worked in the Embassy of Taiwan and lived in an apartment building where 52-year old Julio Cesar Arias Munoz used to work occasionally as a painter. He was arrested during a raid on his home in Villas Agricolas and accused of robbing, raping and murdering Chen.
According to the police report, the National Institute of Forensic Science (INACIF) established that Chen had been strangled and they were also able to recover Arias Munoz’s DNA from her body. When Arias Munoz took a polygraph test, some 93% of his answers were lies. He has a police record for two previous robberies.
The authorities said that they investigated more than 80 people, including taking DNA samples during the long investigation.
