After a four-year investigation, the case of the murder of a Taiwanese diplomat in Santo Domingo has been cracked, Chen Shih-kuei, head of the Overseas Community Affairs Council (OCAC), confirmed Wednesday, 6 April 2016 in Taiwan. He attributed the outcome to Taiwan’s dispatching of an investigation team to the DR in January to re-examine the relevant DNA samples, he said.
On Wednesday, the National District prosecutor office asked for a year pre-trial custody for the accused Julio Cesar Arias Munoz (Chico). Arias is accused of the murder of 55-year old Taiwanese diplomat Julia Ou Mei Chen on 17 April 2012, at her apartment located in Torre G32 of Avenida Bolivar.
The investigators concluded that the victim was about to take the elevator down to the parking lot at around 9am when the accused, together with two other unknown people, stabbed the woman and led her back into her apartment. Arias Munoz sexually abused her while the other men held her and strangled her with a rope. The accused was a painter who often worked in the building where he was apparently known and trusted by several residents.
