A fake decree was used by former chief of the Air Force General Virgilio Sierra Perez to expropriate 200 tareas of an Elias Pina family for the construction of a landing field for alleged drug smuggler Quirino Ernesto Paulino Castillo. Tirsa Alcantara and her daughter Maritza visited the National District prosecutor office to place a claim against the former military officer. Maritza Alcantara found out that the decree was fake after she visited the Presidency and received a certificate that such a decree had never been issued. They accused Sierra Perez of theft and requested the return of their property. El Caribe newspaper reported that Sierra Perez is among the former chief of the military under the Mejia administration that are being investigated for their ties to former army captain Quirino Paulino Castillo, who in turn is on trial in Santo Domingo and New York City for drug smuggling.
