Legal advisor to the President, Cesar Pina Toribio said that President Leonel Fernandez always has the recourse of ruling under Art. 55 of the Constitution given the refusal of the Congress to act on important bills sent by the Executive Branch. Opposition members in Congress are conditioning their support to certain bills requested by the government to the government acquiescing to requests for the reappointment of former PRD members in government and to differences over probes by the Attorney General into corruption in the past government. Pina Toribio said, as reported in El Caribe: “The government will have to be very creative in the search of solutions, because what it cannot do is give in to blackmail that consists of the use of government positions to cover up impunity.”
