Jose Miguel Insulza on Haiti

The new general secretary of the Organization of American States, Jose Miguel Insulza said last night that the lack of dialogue is the primary cause of Haiti’s problems. Speaking at Santo Domingo’s Hotel V Centenario, during the 30th Annual Conference of the Caribbean Studies Association, Insulza highlighted that Haiti’s problems can only be solved with resources. In his opinion, the OAS has a responsibility it has to fulfill in Haiti. He said that the focus should be not only on controlling public order, but also on restoring political dialogue. In his opinion the elections are an adequate instrument if all participate under truly equal conditions. He said that if there is not participation in the dialogue, then there will be elections and the problems will not be resolved. He expressed the view that the Haitian dilemma stems from a lack of dialogue among political forces and the scant possibility of these coming to an agreement. In his opinion, Caricom countries can play an important role in solving Haiti’s problems. He said that until there is a disposition for governance, the situation in Haiti would not change. He said that Haiti could not develop with its weak infrastructure, until exports are restored and the problems of potable water are resolved. The Caribbean Studies Association, which primarily groups academic institutions researching the region, held its 30th annual conference with the theme of Caribbean Cooperation in the Age of Information Society.
