President Danilo Medina returned to the Senate the Penal Code requesting changes in articles 107 and 110 on abortion. Medina has argued that abortion should not be penalized in the cases of rape, incest or congenital malformations, or when the life of the mother is in danger.
Several organizations, including the Dominican Gynecology and Obstetrics Society, the Dominican Medical Association, the National Association of Private Clinics (Andeclip), the director of the National Health Serivce (SNS), among others had objected the Senate decision to penalize abortion without exceptions in the country.
