Leopoldo Diaz, who heads the Hogar Crea drug rehabilitation centers, asks the government where is the money confiscated by the DNCD in its drug busts, and the money that is garnered through fines. It is evident that nobody knows or nobody is talking. According to Hoy, Law 50-88 provides for the disbursement of money and property confiscated or decreed by courts as fines. However, the real disbursement is a closely guarded secret. Diaz explained to Hoy that Article 76 of Law 50-88 is a “dead letter.” This part of the law says that the National Drug Council should disburse the money as follows: 40% to the DNCD; 20% to the Council; 15% to fight drug addiction; 15% for sports; 10% for the Fire Departments of the nation. Diaz complains that this has never, ever been carried out and according to him, what is worse is that Hogar Crea programs are bunched together with the 3,266 NGOs, many of which are non-existent, and the provisos of the law continue to be ignored by the Council.
