
The Senate expects to choose new judges of the Central Electoral by this October. A special committee was named to assess the members of the Central Electoral Board and their alternates. The members of the committee are senators Ricardo De los Santos (PRM-Sánchez Ramírez), Bautista Rojas Gómez (FP-Hermanas Mirabal), José Del Castillo Saviñón (PLD-Barahona), Ramón Rogelio Genao (PRSC-La Vega), Antonio Taveras Guzmán (PRM-Santo Domingo), Faride Raful (PRM-National District), Iván Silva Fernández (PRM-La Romana), Franklin Rodríguez (FP-San Cristobal) and Melania Salvador Jiménez (PRM-Bahoruco).
The 2015 Constitution establishes that it is the Senate’s exclusive duty to name the Central Electoral Board judges and their alternates for four years. The judges are to be elected by a majority of two-thirds of the senators present.
Eduardo Estrella (Santiago- DxC) said he has entrusted Ricardo de los Santos to preside the review of the JCE judges’ performance and prepare recommendations within 60 days.
Electoral Regime Law 15-19 gives new flexibility for choosing the five judges and their alternates. According to the law only the president of the JCE needs to be a lawyer, with a minimum of 12 years of experience. The other members can be professional managers, IT professionals and others.
The present JCE members are presiding judge Julio César Castaños Guzmán, Rosario Graciano, Carmen Imbert Brugal, Henry Mejía Oviedo and Roberto Saladín.
