
The Social and Economic Council (CES) talks began on Monday, 30 August 2021. There was “a good vibe” on day one of the national negotiations, reports N Digital in the media’s coverage of day 1 of the CES talks.
The participants agreed to add the drafting of an electoral code as proposed by Permanent Forum of Political Parties of the Dominican Republic (FOPPPREDOM). Much of the ground work for the electoral code has been done by the Central Electoral Board (JCE) that presented last week a draft that overhauls the Political Parties Law and the Electoral Regime Law.
Representatives of the Dominican Liberation Party (PLD) presented including climate change and drafting the Bill for Territorial Order.
There was a discussion that centered around deciding on which issues should be given priority in the talks.
The topics brought to the CES table are constitutional reform, reforms for transparency and institutionalism, the electricity sector, water sector, National Police, state modernization, quality in education, social security, transportation, digital transformation, taxation (fiscal reform) labor and hydrocarbons market.
The Quisqueyano Demócrata Cristiano Party requested a migration strategy to define the DR policy towards Haiti.
Guillermo Moreno of Alianza Pais requested that the government present the initiatives in writing and that these be given a time limit for their consideration.
The government was represented in the first meeting by Vice Pesident Raquel Peña; Administrative Minister of the Presidency José Ignacio Paliza; legal advisor to the President, Antoliano Peralta; and Andrés Lugo Risk, deputy administrative Minister of the Presidency.
The next meeting is scheduled for 15 September 2021.
