It is no surprise to me that students from anywhere score badly on history or civics exams. Those were topics in which I had zero interest as a student. I never took one class in either while getting my degrees.

Some classes in college are graded on a curve so that 90 to 100 per cent correct does not directly translate to an A grade nor does below 65 per cent translate to an F in those cases.

Nice video..whoever planned this even had the foresight to drudge up the older 4% banners and signs. Must have been delivered by PRD. Understand a new school is to be built..where are the photos of the old one.

The "school" was torn down in 2008 by the Ministry of Education, and parents made some makeshift classrooms for 2009. Later a house under construction was used as a makeshift school up until this recent school year (shown in video of previous post):

The ministerio to the rescue! Look, they are starting construction on the schools in fall of 2010, and it will be done for the next semester! Just look at the smiles on the faces of those kiddies, thanking the benevolent ones from MINERD!

Not done, and the mobile classrooms have not been provided. The kids are literally in the street for class at the start of this new school year, which was last Wednesday. Why was the school not completed? Not even in DOUBLE the amount of time that it was supposed to take? Where are the mobile classrooms? How many days of school will these children miss as a result?

PICHARDO, how do you interpret this situation as a lesson in civics?

What can be learned is that money itself cannot guarantee a quality education..You tout the cuban educational system as a good example, but, with their high quality ( supposed ) education, even in the medical field, when Fidel Castro needed medical help, he either went to Spain or had doctors flown to Cuba for treatment. If the % of expense is your criteria, how much of a % is spent in Spain?
Also, the Cuban government makes everyone attend school, or be sent to penal institutions.
I believe that dominicans are more intelligent than Bolivians or Venezuelans and their choice of the type of government in the Dominican Republic over the type in Venezuela clearly demonstrates that.

There are plenty of Cubans that don't complete high school, and plenty that don't get to go to college because they can't do Military time for one reason or another. The Cuban government says they put 16% of the budget in to Education. They are not to be believed on anything. The medical system is apalling and the education system is better in someways than the DR, and worse in other ways. There are a lack of school books, supplies, paper, pencils....etc. It takes money to build schools, ...etc but the main thing it takes is a commitment and a plan- this seems to be lacking.

Double response (1) For Minerva..The $ behind the scenes of the 4 % comes from the PRD side. They just dont want their party name used since all their antics have not been working (2) for Gorgon..If PAPA smurf wins I will have to re-assess my opinion of the inteligence level.

You can write the perfect budget in paper for all the needs of a country, but when confronted with the reality of where the GDP money comes and where it goes, is not the same as the paper plan...

The 4% was a Law created to make lawmakers look good on paper... Not based on the economic reality of the country or the short to mid term future...

We don't need more money, what we need is QUALITY for the amount already assigned to it.
