I've heard "El Conde" mentioned many times. Now I know not to waste my time going there!

Its your loss. The Colonial Zone, conde and the Indepedencia Park are a must see for foreigners. La puerta del conde its a historical monument and the nexus for the DR independence. I truly enjoy the walks around the entire area.
