Would assume they could answer your question. Canada isn't a signatory of the convention either and what we do is request a certified copy of the document at the embassy then have it translated and legalized at the Cancillería in Santo Domingo. I assume it would be similar for Belgians.

If Belgium doesn't offer Apostille service, then you need to send the documents to the Dominican embassy to legalize and when arriving in DR you need to get them again legalized at the Chancilleria in Santo Domingo.
That is one way of doing it. It can also be certified at the Belgian Embassy or consulate, then translated and legalized at the Chancilleria.
