i don't think indians need a visa to visit DR. the rules have been changed a few years ago.

Oh Indians sure do need a visa. Also we cannot apply from third countries, if we do not reside in India. We have to go back to indian and apply. more complicated is there is No Indian embassy in this country or any representative. We have to go to the Indian Embassy in Havana if any problem.
